Monetary, Financial, and Regulatory Policy Group

The Monetary, Financial, and Regulatory Policy Group is central to CBS’s mission of maintaining monetary stability and financial sector integrity. Under the direction of Executive Director Mahdi Abdikarim Da’ud, this group supports the Bank by conducting in-depth research, formulating evidence-based policies, and regulating financial institutions. Its two key departments, Research and Statistics and Supervision and Licensing, work cohesively to equip CBS with the tools and data necessary for effective policymaking and financial oversight.

The Research and Statistics Department acts as CBS’s analytical backbone, generating data-driven insights to inform monetary and financial policies. It includes the Policy Research & Analysis Division, which evaluates monetary tools and strategies, the Economic, Monetary & Financial Analysis Division, which monitors macroeconomic trends and assesses sectoral opportunities, and the Statistics Division, responsible for data collection and reporting. Meanwhile, the Supervision and Licensing Department ensures compliance within the financial sector through four specialized divisions: Banking Supervision, overseeing licensed banks; Non-Banking Supervision, monitoring institutions like money transfer operators; Licensing Regulations & Compliance, managing regulatory adherence and licensing processes; and Payment Systems and Money Market Oversight, supervising national payment platforms and ensuring secure financial transactions. Together, these departments and divisions uphold CBS’s regulatory framework and contribute to Somalia’s financial stability.
