Office of the Governor

Under the leadership of Mohamed Mohamud Olow, Director of the Office of the Governor, this office serves as the executive and strategic hub of the Central Bank of Somalia (CBS). It plays a key role in ensuring the Bank’s adherence to its core mandate of promoting monetary stability, safeguarding financial integrity, and fostering economic growth. The Office of the Governor oversees the development and implementation of policies, governance structures, and external engagements, facilitating seamless collaboration with both domestic and international stakeholders.

The office comprises three critical divisions: Legal, Risk and Compliance, and Institutional Development, each contributing significantly to upholding the Bank’s resilience and growth in a dynamic financial landscape.

The Legal Division provides comprehensive legal expertise, ensuring that CBS operates within both local and international legal frameworks. This division is responsible for drafting and reviewing contracts, resolving disputes through litigation and arbitration, and proactively advising on legal risks and compliance with legislative changes.

The Risk and Compliance Division plays an integral role in the Bank’s resilience by identifying and mitigating risks across its operations. It develops enterprise risk management frameworks, conducts compliance audits, and monitors potential threats, fostering a culture of risk awareness within the organization.

The Institutional Development Division drives CBS’s organizational growth through strategic planning, capacity-building programs, and performance evaluations. This division ensures that CBS remains agile, efficient, and aligned with global banking standards, positioning the institution as a forward-thinking leader in Somalia’s financial sector.
